Trahan Supports Critical Ukraine Aid Package

WASHINGTON, DC – Today, Congresswoman Lori Trahan (MA-03) voted in favor of H.R. 7691, the Additional Ukraine Supplemental Appropriations Act, 2022, bipartisan legislation that provides nearly $40 billion in aid to support Ukraine. The legislation passed with overwhelming support, 368-57.

“When I visited the Ukrainian border six weeks ago, I promised Ukrainians and our allies on the ground that the United States would stand by them no matter what,” said Congresswoman Trahan. “I’m proud of today’s vote, which is another critical step in fulfilling that pledge by delivering the military, humanitarian, and financial support that Ukraine desperately needs. Vladimir Putin cannot win this unjust and immoral war, and the United States will continue to support the heroic defense of Ukraine while punishing Putin, his oligarchs, and his generals for their war crimes.”

H.R. 7691 provides nearly $40 billion to support Ukrainian efforts to defend themselves from unprovoked Russian attacks, support innocent civilians, bolster American servicemembers deployed to allied nations, and hold Russian elites accountable for their complicity. Specifically, the bill includes:

  • $6 billion to provide training, equipment, weapons, logistical and intelligence support, and additional expenses for the Ukrainian military;
  • $11 billion in authority to expedite the transfer of current weapons and military equipment to Ukraine and regional allies;
  • $3.9 billion to support American troops deployed to the region, including hardship pay;
  • $4 billion for the Foreign Military Financing Program to provide additional support for Ukraine and allied nations, including NATO Eastern flank countries and other partners in the region, to build and update their capabilities;
  • Nearly $9 billion to respond to developing needs within Ukraine, assist with Ukraine’s continuity of government, and combat human trafficking;
  • More than $5 billion to address rapidly growing food insecurity globally and the impact of rising food prices because of the conflict in Ukraine;
  • $900 million to provide critical support services for Ukrainian refugees;
  • $600 million to accelerate the manufacturing of military equipment, including missiles being provided to the Ukrainian military;
  • $67 million to support the Department of Justice’s efforts to seize the assets of Russian oligarchs and elites, and to facilitate their sale.

Trahan recently concluded a six-day Congressional Delegation to the Ukrainian border where she met government officials leading the coordinated response to Russia’s attack on Ukraine, heard from Ukrainian refugees, and reaffirmed the United States’ commitment to supporting Ukraine and allied nations.

The Ukrainian aid package now moves to the Senate for consideration.
